The first step is to wrap the first ribbon around the base of the stop sign where it was found.

Doing so aligns a set of the letters vertically. The aligned letters (circled here in red) spell out:

At the next stop sign, a second ribbon is found. The solution here involves wrapping both ribbons simulatneously around the base of this second stop sign.

Another set of letters is now aligned vertically (again circled in red here), spelling out:

Stevens Canyon at Mt Eden

At the next stop sign, a third ribbon is found. Wrapping all three ribbons around the base of this stop sign aligns yet another set of letters.

This provides the final solution to the puzzle:
